Я вот почитал в Сети на английском (чего не люблю). По поводу гражданства и жалоб некоторых. И с удивлением узнал, что писать "alien" в документах неграждан - принято не только у нас, но и в других местах, причём места эти составляют чуть ли не весь цивилизованный мир. Вот, из американского сервера, где объясняется, кто такой алиён:
Aliens are people who have left (emigrated) a foreign country to the United States. They have some of the same freedoms and legal rights as U.S. citizens, but they cannot vote in elections.
А уж что до слова "неграждане", то его вообще используют все кому не лень:
